RAG vs Fine-Tuning for Business AI

Choose between retrieving source material and changing learned response behavior by identifying the failure you need to fix.

The short answer

Retrieval-augmented generation supplies relevant material at answer time. Fine-tuning adapts model behavior using training examples. Start by separating missing knowledge from inconsistent task behavior; a system can need either or both.

A business scenario

A policy assistant answers from outdated documents and also ignores the required response format. First fix source authority and retrieval to address stale answers. Then test whether instructions and examples solve the formatting problem before considering training. One intervention should not be credited for a different problem.

This example is illustrative. Use your own approved records and business constraints to decide whether the same distinction applies. Write the failure you want to remove before choosing a technology.

A practical decision process

  1. Label recent failures as missing knowledge, bad retrieval, instruction failure, format failure, or incorrect reasoning.
  2. Build separate tests for finding evidence and using it correctly.
  3. Trial the least complex change that addresses the dominant failure.
  4. Compare accepted quality and maintenance effort before choosing a combined design.

Acceptance test

Change a policy’s effective date in the approved source. Check that the system uses the new passage and preserves the required format. A correctly formatted answer containing an old policy still fails.

The mistake to avoid

Treating fine-tuning as a convenient substitute for a current, permissioned source of business facts.

Record the choice

Save the alternatives considered, the evidence from your trial, the accepted quality threshold, and the maintenance owner. Include a condition that would cause you to revisit the decision: a changed source collection, a new deadline, a different output contract, or a new failure pattern.

Do not compare one approach on clean examples and the other on difficult ones. Reuse the same approved cases and count the complete path to an accepted result, including review, retries, and reconciliation.
